The Tomsk governor informed the Prime Minister on the plans for implementing the Science national project

Governor Sergey Zhvachkin spoke at the presidium meeting of the Presidential Council on Strategic Development and National Projects, headed by Dmitriy Medvedev, Head of Government.
The meeting of the council headed by the Prime Minister was dedicated to the implementation plains of 12 presidential national projects. The Tomsk governor informed the participants over a videoconference call about the preparations to the start of the Science national project in the region. Sergey Zhvachkin noted that the Tomsk region has approved the passports for all 55 projects and stressed that Science is one of the priority projects for the region.
“The president and the government have supported the initiative of Tomsk residents and assigned the Tomsk region to be the pilot region for the implementation of Strategy for Scientific and Technology Development of Russia,” said Sergey Zhvachkin, Governor of the Tomsk region. “Alongside the Ministry of Science, we have set the objective to create a science and education center with high concentration of research, development and cutting edge industrial companies”.
The Tomsk governor specified that the Science national project would enable the region to focus on new developments in such areas as communications, Smart City, digital technology, cybersecurity, education and healthcare, form export-worthy packaged solutions.
“I would like to stress that a lot of Tomsk technology not only substitute the import but also are export-worthy. Taking into account our geographical location, in this work we are predominantly aimed at the fast-growing markets of the Asia-Pacific region where our industrial partners have already created an infrastructure for technology transfer,” Sergey Zhvachkin added. “Of course the new objectives require significant changes, mostly in education, and the Tomsk region is now restarting its university programs. We are creating new laboratories that will operate on the interface of science and industry”.
“It is necessary to solve one more problem. We must outpace our competitors, of whom there are many on the market, in responding to challenges. This is our Achilles’ heel at the moment. We are working on reducing the time it takes to launch joint projects,” the Tomsk governor said.
The presidium meeting of the Presidential Council on Strategic Development and National Projects also included the members of federal government and the heads of ten Russian regions: Republic of Tatarstan, Primorskiy Territory, Altay Territory, Novgorod, Rostov, Samara, Kaliningrad, Kirov, Chelyabinsk and Novosibirsk regions.
