In the development strategy of Tomsk Region up to 2020 one of the main aims of the region’s economy development is creating comfortable, international-level housing conditions for guests.

The starting point of the large-scale target development of the hotel fund can be celebrating the 400th anniversary of the region’s capital, i.e. Tomsk, in 2004. Construction of hotels, reconstruction of the existing hotel fund, its technical re-equipment were one of the chief aims of the program of preparation for the anniversary. By that time about 360 billion rubles had been invested into the hotel business.

At present more than 70 hotels are in operation in Tomsk. These are mainly mini-hotels and small hotels with the capacity of up to 50 rooms. The average annual coefficient of hotel capacity implementation is 40-50%, which corresponds to the average Russian index. Most hotels in Tomsk have conference-halls, negotiations halls and provide catering services through restaurants and cafes. All enterprises have modern means of international communications, satellite or cable TV. The settlement of payments of foreign guests in most hotels is effected through bank cards and, if unavailable, this service is provided according to the client’s wish by a hotel employee through a bank. All enterprises have safety certificates, meet and deliver clients and render many additional services. In most hotels of Tomsk administrators have a good command of English. Nevertheless, analysis of the state of the hotel industry in the regional centre showed a shortage of international-level hotels of the average price segment. The region’s authorities conduct regular work on supporting projects directed at building of new tourist and hotel infrastructure facilities. In 2012 they started to construct a new, “de luxe” hotel of Italian hotel company “Domina Hotels Group”. And in 2013 they began negotiations about construction of a brand hotel in Tomsk together with the company “Hilton Worldwide, Russia and CIS”.
